They agree to a new complaint to the Office of the Prosecutor for the alleged FRAUDE that has been produced by the company Concessionaire of the potable water supply of Caravaca.
On September 28, an annual meeting was held, constituted at the Ordinary General Meeting of ARECA (Association of Communities of Irrigators of Caravaca), to give an account of the numerous efforts and initiatives taken by the Board of Directors, against the serious facts that Increasingly threaten the flows of sources or births that traditional irrigation supplies.
In the first place, the final relationship of the ten Communities of Irrigators and / or Legacies that today form ARECA was detailed, as they are those that are up to date with their payment obligations, and in turn participate in their management, encompassing a total of 2,100 hectares of traditional irrigated land, meaning that the founding communities of ARECA, such as Archivel, Barranda and Benablón, are left out for the time being by not attending any of the latest summonses, the agreed fees.
Secondly, the President detailed the complaint presented to the Office of the Prosecutor against the main responsible parties of the CHS, or other competent administrations, and against the employers who are committing the abuses.
It was presented in the registry of the Court last June of 2018, as it had been agreed to carry out in the previous General Meeting of June 2017. On this complaint, the Office of the Prosecutor has opened criminal investigation proceedings, no.
192/2018, for possible crime against natural resources and the environment.
We detail in the aforementioned complaint that the illegal or irregular transformation of rainfed land to intensive fruit and vegetable irrigation in the Northwest Region, has been especially bulky and visible since the 90s to date, seriously affecting the flows of fountains and springs, that have lost on average more than 60% of the flow they had at the beginning of 1990. Specifically, we point out the El Chopillo de Moratalla farm, several farms in the Archivel area, such as El Roblecillo, Gorrafina, Cañada de Derramadores and the Oicas of Down and Up, as well as in the area of ​​Caneja and in Cañada de Tarragoya.
The President stressed that in almost all these farms a whole series of illegal works are carried out that are not controlled either, setting an example of what is happening in the Roblecillo.
As a whole we can be talking about estimates that far exceed the 2,000 hectares, without control, dry illegally or irregularly transformed to irrigated, may be noted, as scandalous, that the illegal areas are clearly higher than those who have the right to irrigation traditional, grouped in ARECA.
The representatives of the Communities of Irrigators, supported this denunciation unanimously, and showed their indignation with the total lack of control on the part of the CHS, which is translated in the impunity with which our aquifers are spilled.
Thus, while the traditional irrigators have less and less flow, so that they can barely grow their crops, above or to the side, large farms that were rainfed, they take out huge volumes with wells and make up to three or four plantations per season. , without skimping the water.
But what also happens with the big companies of the "agribusiness", is that although they lease land in irrigable areas, they consume volumes that are much higher than those granted, also pulling wells.
The President explained that, a tangible proof that the CHS is not doing anything despite our previous complaints, is that only in the three months of this summer, we have communicated the transformation from rainfed to irrigated in several plots that add another 100 Has, being the most striking the complaint of 34 hectares of broccoli in the Campillo de Abajo, very visible from the Carretera de Granada, above Barranda, in front of the Sierra de Mojantes.
Likewise, it was clear in the Board, for the representatives of the Communities, that this serious problem that goes further, is not exclusive to the irrigators, as it affects the important natural and cultural heritage of the Comarca, heritage that would be a memory from the past if they are left barely without water, and polluted, their sources and births, with their water courses and their associated landscapes, so they have to open the range to all the collectives and sensitized people of the Northwest.
For this reason, it was also unanimously approved the participation in the creation last April of the Council for the Defense of the Northwest at the initiative of the Board of Directors of ARECA, as well as that ARECA collaborates with the Transparent Safe Platform, which defends the In the same way, the traditional resource in the entire Segura Basin, as with other Platforms that share the same objective.
Finally, the President informed, that no less serious than the aforementioned facts, is that ARECA has denounced for more than a year, before the City of Caravaca and before the CHS, the alleged FRAUD that has been produced by the company Concesionaria , which manages the supply of drinking water in the municipality of Caravaca.
They estimate that, presumably, between 500,000 and 700,000 cubic meters per year of water from the municipal wells of Caneja and Archivel have been mixed with that of the Taibilla, in the Caravaca area, avoiding the payment of an important bill to the MCT (because 0.70 euros / m3), which has led to an excess in the extractions also affecting the decline of the closest sources, such as Singla, Caneja, Navares.
A report made by the aforementioned Concessionaire, sent to the CHS by the City Council, inflates the demand for drinking water from the Caneja well, more than double the real needs of districts and Cavila.
They have requested in writing, unsuccessfully, the City Council that a file be opened, after an internal investigation, and that all responsibilities be purged, and above all that all connection of the areas that must be supplied with Taibilla, with the water coming from of the mentioned wells, without obtaining any clear result so far.
For this reason, it was also unanimously approved to put this matter in the hands of the Prosecutor's Office of the TSJ, as has been done with illegal irrigation, because patience has been exhausted.
We are not going to stay still, it was the feeling of those present.
Finally, it was agreed to request an interview with the new President and Commissioner of Water of the CHS, who will be informed of all these facts and to ask that, once and for all, solve the drift, the serious lack of control and ineffectiveness that it has in the "house", so that the Confederation puts order and does the work that corresponds to it in the Cuenca del Segura.
They are also pending the interview already requested to the Chief Prosecutor.
