Submit a motion for action against the debt of the promoter of Roblecillo (26/10/2010)

Also, ask for reports on all planning agreements signed since 2004 for other partial plans

Last week we issued a note to the media in which we announced that Golden Sky, promoting the development of the Roblecillo, is in receivership since last September and possibly the City would be the main creditor of duty Golden Sky 8 million euros according to the planning agreement.

We want to emphasize that we may be facing one of the last macro projects to fall after the bursting of the housing boom, leaving behind a pile of bad debts and urban practices that municipal officials should never encourage or allow.

In addition to possible fraudulent use of Roblecillo Well, we like to refer now particularly to a series of illegal land reclamation carried out on the farm since it began with the reclassification of the same in 2004.

First was the opening of a road of 8 km to the forest, made without authorization and caused the disappearance of some 42,000 m2 of forest.

Then there were other very serious acts as the clearing of 65,000 m2 of forest and 1,800 feet of gully channels that have been the loss of hundreds of specimens of plant species protected by law and included in the Regional Catalogue Protected Flora Region of Murcia as juniper Juniperus oxycedrus, and juniper Juniperus phoenicea, species listed as "Special Interest", which are also areas of priority habitat under the European Directives such as the so-called Junipherus phoenicea woodland of rocky areas.

In total, about 12 have plowed surface.

All this was reported at the time Caralluma Association and was also made known to the prosecution case could be an offense against the environment, all the passivity of municipal, without which today has been taken any steps to restore the affected areas.

The municipal group, understanding that these reclamation reflected the purpose of eliminating the middle mountain areas that are "encumbered" and make building land, pretending they have always been cultivated areas, introduced in 2007 claims to be suspended illegally disturbed areas so that in a precautionary manner do not permit urban use within the Partial Plan, a matter which although it has never issued any report, as is obligatory, if enabled us to block the development of the project.

We further understand that has to bring order not only in the case of Roblecillo, also in all the partial plans that were approved at the same time, so we have a motion to the next plenary session where we propose to adopt appropriate measures and in any case, reach the following agreement:

- What about the possible fraudulent use by the owners of the Roblecillo, municipally-owned well located on that farm, take all necessary measures to guarantee the rights of a city.

- The City of Caravaca itself for the courts in the bankruptcy process in Golden Sky which is for defense of local interests.

- Which were also relevant technical and legal reports which form the situation in which the obligations are different developers under planning agreements signed with the city of Caravaca and in relation to all partial plans are approved since 2004 to date.

With regard to the latter, we will ask, among others, issued reports on the situation in which planning agreements are signed between the 2004 and 2005 for the development of the following residential Partial Plans: "El Llano de Béjar" "Gala" and "Aranjuez" (promoted by PROFUSA) and "The Mines" industrial character, while today that have not materialized in any obligations under these agreements.
