The municipal group of IU-Green in the City of Caravaca has filed a motion to the next regular plenary session by requesting the establishment of a process resulting in the implementation of participatory budgeting in order to give prominence to the public in the decisions about the future of the municipality.
According to the proposed formation of the left, the participatory budget is governed by the corresponding autorreglamento and consist of a territorial structure formed by the urban neighborhoods and districts, and an organizational structure that will integrate citizens' associations and municipal working groups.
IU-Green also called for the opening of a process of information and debate among neighboring associations and Caravaca, in order to contribute to the formation of a "power unit" responsible for preparing the autorreglamento to be submitted for approval by the full .
According to Councilman John Berbell, citizen participation "must be a principle governing the action of government" because it allows to create a space where neighbors become "active participants" in municipal politics, while also promoting transparency of decisions, knowledge of administrative procedures and internal workings of the consistory.
"To submit the decision on the fate of the main works and municipal investments to a procedure involving the public, politicians and government experts will result in a fairer budget, equitable, transparent and timely, in which the speculation will give way to the real demands of society. "
