In short, from the socialist municipal group argued that:
- The Council won and proceeded to hire the project presented by the company Ferrovial-Agromán for the construction of Multifunctional Cultural Center that will house the future auditorium on land adjacent to the street Mayrena, not being this project within the uses and volumes expected in the General Plan as far as regards heights and uses, which could lead to a modification of it, especially now, as this group showed municipal and written in June 2009 presented during the tendering process was not taken into account.
- The selected project reaches a height of about 42 m, similar to a building of 14 floors (five more than the building of the highest number of plants in the locality.)
As far as height is concerned, the General Plan states that "No person may allow in any case heights above the maximum allowed under this rule," as that no more than 22 m and 7 floors while for equipment such as that hand, states that the maximum height "will be predominant in the area that is" obviously not is 42 m in the area of the C / Mayrena.
- The project, which will rise at the edge of Old Town, does not contain a study of perspectives from different corners of the village, and especially on the Old Town, to assess the visual impact of the raised glass towers.
Specifically, from the northeastern part of the city (back of the Castle), near the neighborhood of Aranjuez, it is clear that the glass towers of the project would compete visually with the tower of the Savior which goes far beyond because the project a horizontal line equates to the height of the main facade of the Basilica Shrine.
In all cases contrast with outstanding image from here we have the Old Town, almost uniquely enables the medieval look of it and its further development, altering the perception of its unique monuments.
- Therefore you must make a visual impact study of the project on different angles with respect to the old town to assess the maximum height set in the Special Plan and should be taken into account in the drafting of the project to be executed.
However, we believe that this point should not exceed 30 m (more than enough for the functionality of the audience), to lessen the impact of the equipment in question, although it is arguable that this may be viewed and accepted in the Special Plan without amending the General Plan, but in the specifications which governed the tendering process, provided that the proposals may involve an amendment to the General Plan, because if so the draft would be rejected Ferrovial and cancel the award .
- Although the logic leads us to admit that necessary equipment could not be realized if we are too strict in interpreting the rule, which from any point of view it is justified to consider a tower of 42 m at the edge of Old Town , an issue that surely will not leave indifferent anybody.
