The situation in which the public space located in the surroundings of the unfinished mass of the unfortunate Auditorium, can not be more regrettable:
Dry weeds, broken glass, remains of all kinds of containers, feces and trash in general, make this an unhealthy and dangerous area.
Faced with this abandonment, do not understand that this unique space, which has beautiful views of the most important Casco Antiguo (Castle and Basilica, Church of the Savior, Monastery of the Claras, etc), has not been endowed with any utility or minimum adequacy that serves for recreation of the neighbors, regardless of the fate that may be the works of the paralyzed Auditorium, on which there is some Judicial Sentence that declares it illegal, as we have been able to know.
Except for the unfinished structure of the Auditorium (which has its own sheet metal fence for security), this place represents a large free area, which we do not understand why it is also fenced, in such a way that there is only one way of passage, in bad conditions, for go towards the Moratalla Road or to the High Districts, as well as the Uribe Bridge.
They consider, therefore, that an action by the City Council is essential, even if it is provisional, that it offers a minimum of decoration, safety and health, as well as the use and enjoyment of the neighbors, the elderly, young and small.
As can be seen, the use that is actually being given to this space, is on the part of the road cleaning and garbage collection company, which accumulates all types of containers here.
In addition, lots of sand, rubble and remains of works are also downloaded here, we assume that they come from municipal actions.
In any case, we understand that the City Council, according to the above, may be failing to comply with its own REGULATORY CLEANING ORDINANCE AND FLOORING OF SOLARS, in its articles 6 and 7 referring to the conditions of health, safety and decoration:
"ARTICLE 6. It is forbidden to throw garbage or solid waste in lots and open spaces, private or public property.
ARTICLE 7.1.
The owners of the lots must maintain them in conditions of safety, health and public decoration, leaving them prohibited from keeping garbage, solid urban waste or debris in them. "
For all this, the neighbors ask:
That the entire perimeter fence of the free space (metal maya) be removed, except for the security plate of the auditorium itself.
To clean and maintain all the space, eliminating weeds, debris and rubbish in general and to be provided with adequate urban furniture.
That the surface is compacted with sand, gravel or the material that is considered appropriate for it to be enjoyable.
Be informed, in particular and publicly, with sufficient detail of the legal or judicial situation in which the works of the Auditorium are located and the actions or solutions that consequently are intended to be adopted.
At the same time, they hope to be able to maintain an interview with the Mayor and the corresponding Councilor as soon as possible.
