Fracking and the "nuances" of the PP (15/11/2018)

We are in luck in the Northwest region, in the Region of Murcia and throughout the Segura river basin, which, as is well known, also includes territories of the neighboring autonomous communities.

Last week was finally approved, unexpectedly, with the favorable vote of all groups represented in the Regional Assembly, the law that can prevent the technique, known as fracking or hydraulic fracture, for the extraction of shale gas and other hydrocarbons from unconventional deposits in our subsoil.

From now on, the issuance of exploration authorizations, research permits and exploitation concessions will be subject to the necessary approval of a sectoral strategic plan that, among others, safeguards environmental values ​​and human health.

These are the environmental problems that can adversely affect ecosystems and biodiversity (excessive demand for water resources required by this technique in a "deficit" basin such as the Segura basin, as well as a significant risk of groundwater and surface water contamination) and the possible health risks (use of toxic and carcinogenic substances), main reasons why many citizens and groups are mobilizing against this practice.

They have been years of struggle and joint work, where the PSOE has never lacked, with men and women from the regions affected by the prospecting permits, and more than twenty social, political and union organizations from different areas, contrary to the practice of the hydraulic fracture, grouped in the Platform "Cuenca del Segura Libre de Fracking" (CSLF).

During this time, the PP has not only been absent and oblivious to this fight but also has maintained positions clearly contrary to the regulation against fracking, putting obstacles to initiatives contrary to this practice from the Assembly and favoring, from the Regional Government , the propitious proposals to it giving, for example, prospecting permits in the Northwest that are still valid.

A sample of this attitude was the attempt to curtail the citizen participation by the municipal government of the PP in Cehegín that hindered the celebration of meetings of the platform in the municipal premises.

In the Regional Assembly they also voted against the first motion against fracking presented by the PSOE in 2013;

at that time the support of IU was not enough to counteract the absolute majority of the PP;

Later, in the motion presented by the Podemos group in 2015, the PP abstained and in the last motion, jointly presented by the PSOE and Podemos, and happily approved, the PP maintained until the last minute an amendment to the totality that rather It seemed a proposal of law favorable to fracking;

fortunately the incorporation "in extremis" of Citizens caused the withdrawal of the aforementioned amendment to the whole and, not to be left alone voted in favor.

While the PP was almost always clearly against and sometimes "profile", the PSOE of the Region of Murcia has always maintained a strong stance against fracking.

Calasparra, in 2013, with municipal socialist government was the first municipality of the region declared "free of fracking";

later in Caravaca and in the rest of the municipalities of the Northwest region, the PSOE successfully presented motions in that sense as well as others from the rest of the Region of Murcia.

All the mayors of the Northwest, socialists, have met several times for this reason, the last time recently, together with the mayor of Cieza, the Socialist spokesman in the Assembly, Joaquín López, and the deputy, Jesús Navarro, to analyze the text of the proposal and give a last impulse to the proposed law that has finally been approved.

That is why in the PSOE, which has been working for many years against the practice of Fracking in the Region of Murcia and that is an active part of the CSLF Platform since its inception, more than three years ago, it is surprising that the PP now "take it out "only because it had unexpectedly added, with" nuances "to the consensus, when it never did anything against fracking, but rather the opposite.

In any case, welcome is the surprising change of approach and we hope that the "slight nuances" referred to by deputy Victor Martinez-Carrasco in the Regional Assembly when he argued the coincidence of his party with the substance of the bill, do not pose an obstacle for the Regional Government to apply the law with sufficient rigor for Murcia to become, a region completely free of fracking.
