The opening is carried out coinciding with the start of the administrative procedures deadlines that were suspended with the order of the state of alarm by COVID-19.Within the de-escalation plan established by the Human Resources Department of the Caravaqueño City Council, numerous decisions have been taken and various improvements have been introduced for the proper functioning of the Administration.
"The objective is to adapt to circumstances to continue advancing as the close administration, which must always be at the service of the caravaqueños," stressed the mayor, José Francisco García."Among them, the extension of the hours of the 'Citizen Attention Office' stands out, which will also open in the afternoons, in order to avoid crowds and that caravaqueños have the best facilities to receive the benefits of their City Council" , as reported by the mayor, accompanied by the councilor responsible for the area, Ana Belén Martínez.The 'Citizen Attention Office' encompasses the services that the greatest attention to the public usually concentrates on a daily basis and which are located on the ground floor of the Town Hall building.
Specifically, it is the General Registry, Single Window, Complaints and Suggestions and Consumer Information (OMIC), which will be open from Monday to Thursday, from 09:00 to 14:00 and from 17:00 to 19:30.
On Fridays the hours will be the usual from 09:00 to 14:00.Attention to the public will be made by appointment and always individually, unless it is a dependent person who may be duly accompanied.The councilor responsible for the area has published a series of measures -supervised by the Occupational Risk technicians and worked on in recent weeks- that will allow a gradual return to normality, in which flexibility measures have also been taken into account for the reconciliation of work and family life and for those employees who fall within the most vulnerable groups to COVID-19.Another outstanding decision is that for the presence control of public employees, the fingerprint readers installed in municipal buildings have been replaced by facial recognition systems, and a mobile transfer has been established for certain employees due to the characteristics of their job."In general, the circulation and public access to administrative offices will be limited, except for exceptional causes, and exclusive points for face-to-face care have been created in the places closest to the entrances of municipal buildings, as is the case of the spaces that house the Tax Management, Urban Planning and Citizen Services services ", according to the mayor Ana Belén Martínez, who has also reported that during these days partitions, horizontal and vertical signage have been installed and the services have been provided of hygiene and protection elements, such as hydroalcoholic gels, gloves, masks, disposable paper or litter bins with lid and pedal.Similarly, and with the aim of taking precautionary measures, the physical layout of certain workstations has been modified, and the distribution of spaces, in terms of furniture, shelves, access areas, etc., to guarantee the minimum interpersonal distance 2 meters and other preventive hygiene measures.
Waiting places where safety measures were not complied with have been eliminated and the air filters have been cleaned and the ventilation level of the air conditioning systems has been increased.
A reinforcement of cleaning and disinfection tasks has also been planned in all rooms.In municipal offices, the maximum capacity will be limited, according to the capacity of each facility, and access will be controlled.
The elevators will be limited to one person and the toilets can only be used in case of urgent need.The Department of Human Resources has designed and implemented the Plan for De-escalation of Municipal Services based on official publications on the form of reinstatement of staff to work and as discussed in the General Table of Negotiation on May 19.
