The City Council of Caravaca de la Cruz has approved in plenary session the Regulation of Citizen Participation, which includes the necessary forms and procedures to encourage participation in local administration, in accordance with the provisions of the Constitution and other current legislation.
The regulation prepared by the Department of Citizen Participation and Transparency, based on a participatory process, went ahead with the favorable votes of PSOE, PP, Cs and the abstention of IU.
In the words of the councilor in charge of the area, Gloria Gómez, "the objective is not other than to promote and innovate in citizen participation, because we are convinced that a good government action involves the involvement of the neighbors in the projects that affect the present and future of their cities. "
The councilor for Transparency and Citizen Participation exposed the process that led to the drafting and approval of this regulation, which began with the creation of a first draft and the launch of a deliberative process, which involved municipal technicians, political groups and representatives of associations.
"Several meetings were held with each of the agents involved, first to explain the draft and then to discuss the different proposals that were being proposed, and finally, a technical assessment of all these proposals was made and some were included and others were motivated to exclude them. This new draft was presented in a public assembly, in which the president of the Council of Transparency participated, an organ that had previously also reviewed said document, "explained the mayor Gloria Gómez.
The regulation includes forms of participation addressed to all the residents of the municipal area, as well as to associations and citizen entities with their domicile or social delegation in the municipality.
There are two chapters entitled 'Forms of participation' (right to information, right to access files and records, right to access files and procedures in progress, Office of Complaints and Suggestions, information about plenary sessions, public hearing, neighborhood meetings, the popular initiative, the citizen initiative, citizen consultation, right to petition, right to access and use of information and communication technologies and participatory budgets) and the third title that speaks of citizen participation bodies (sectoral councils and City Council).
In another order of matters, the last ordinary plenary session approved the conclusion of a credit operation corresponding to the 2018 fiscal year, through the Financing Fund of Local Entities, as well as the proposal of the Town Planning, Works, Agriculture, Environment and Pedanías for the rectification of the catalog of municipal roads, expanding the municipal inventory with thirteen new roads.
The motion presented by the Municipal Citizens Group was also approved to urge the Autonomous Community to invest part of the five million consigned in the regional budgets for improvements in air conditioning of schools in Caravaca de la Cruz, as well as the motion presented by the Municipal Socialist Group to establish a public pension system with greater capacity for redistribution and reduction of inequalities.
