We come asking, without success, since the last municipal legislature, for a review of staff positions with exclusivity, in some cases involving a gross salary of more than 6,000 euros a month (own government as Minister of Spain).
In particular, in April 2011, we request written legal report of the City Clerk on the legality on the number of officials from the City Council receiving the supplement for exclusivity, to be an official and not three, as reflected in Full Agreement of February 2007, approving a final ratio of Jobs (RPT), not having been performed on the other hand the subsequent procedure to assign a final (made only mode) positions corresponding to municipal officials and workforce, which is tantamount to saying they are all named in their positions "a finger" and not on merit and ability, any internal promotion.
In response to our request of the legal report, duly made, the Secretary declined to issue by "having a direct interest in the matter" to be one of the officials perceived the supplement of exclusivity, the Mayor has acted to appoint other officer who is not in the same situation or legal team to issue such a report.
Moreover, in June 2010 was approved by the Plenary Council at the initiative of Socialist Municipal Group, a pay cut from 8 to 10% of these officials, although in practice this is not fulfilled and the reduction applied in 2011 is 4% to the Treasurer, Sergeant 4.7% and 6.3% to the Registrar, not meeting agreed in plenary, as we reported in more than one occasion, as this issue was addressed in I ask the Mayor a last plenary session on Jan. 30, but received no satisfactory response, despite the evidence of what we say and ask.
Therefore, as stated by Alfonso Sanchez, do not understand the attitude with which the Mayor is harboring this accumulation of irregularities, which we consider very serious, because this is keeping with rule of law and logic in justifying spending , not to mention the critical financial situation in which the City Hall.
Therefore, before being forced to take other legal action, we propose to the plenary:
That in response to request made by regulation, to realize or issue legal report on the legal situation in the implementation of the RPT, with special reference to the posts of officials, while they still lack the final allocation of posts and as regards the application of Exclusivities in this City.
Comply with wage reductions of 8 to 10%, as agreed plenary June 16, 2010, to the appropriate officials, particularly those with exclusivity, with the effects proceed.
