In December of 2000 the City Council, which until then had managed directly and pretty good service, awarded the company URBAN ENGINEERING (CESPA FERROVIAL) household garbage collection and street cleaning, for a period of 10 years until December 2010 .
The fare currently amounts to 2,400,000 euros in the 2013 municipal budget, maintaining a debt to the company of 1,150,000 euros.
While CESPA contract is up almost three years, since December 2010, and although this Municipal Group has been reporting, the fact is that the government team for 3 years unjustifiably keeping this company without bidding out service provision as is required, resulting in an irregular and fraudulent.
So we denounce it publicly.
Furthermore we say that CESPA, from taking possession of the service has not improved in any investment except 6 vehicles purchased at first.
Therefore, CESPA is rushing a park of old and obsolete vehicles over 15 years on average.
The same is true in terms of personnel, without the City Council has done nothing, because of the 31 workers he started the company, now has 8 less as it has not spare 4 retirements that have occurred, or the 4 low durability.
Therefore, is operating under minimal staff, with 25% fewer staff.
This is leading to understand that reduce the quality of service delivery with fewer workers because they have to cover even more areas than before the growth of the town and suburbs.
We found that in some areas there are some household with garbage containers without removing and likewise, cardboard generated by shops and other sometimes it picks up the truck with the other trash, which is not always the company makes the collection selective as it is required.
All this is clear sign that the rush to act before the labor shortage.
In addition to the above, the current deficiencies remain the same as we denounced at the time, relative to that provided in the tender documents and the bid itself that once held the company.
We cite a few:
- An important part of the containers are not flushed on the vehicle as the operator caught hand bags, sometimes leaving part of the remains in them.
- Not all vehicles carry the load in closed to prevent spreading or falling to the ground.
- The successful tenderer has not been regularly eliminating uncontrolled landfills in view of what we have encountered over the years.
- Usually not performed street cleaning, cleaning and refreshing, especially when it is most needed in summer.
Neither team made hidrolimpiador cleanings when dirt is very gripped and on Main Street.
- We are not aware that the company made normally general cleaning of gutters.
- Lack of awareness campaigns and cooperation of citizens in environmental and urban (mostly to avoid fouling, littering and recycling unduly properly).
- The special cleaning and special services had to be regulated by the Service Regulations was not done (eg for uncontrolled landfills, intensive cleaning, etc).
Therefore, in view of the government team had still not taken any action in monitoring both the service and preparation ahead of the Terms and Conditions for licitarlo again, we present the last September a motion in which we propose to Plenary Council the following RESOLUTION:
"You clarification and issue legal and technical report on the situation in which the service is collecting household garbage and street cleaning.
To study the feasibility of the City of Caravaca involved in the direct management of it through a local joint venture and private capital. ".
According to Alfonso Sanchez said, "We have accepted, in order to achieve greater consensus to shape the future provision of this service, leave on the table this motion to the House in November. Yet the seriousness we attach to this issue , ask all the responsibilities to the area councilor, Mr Salvador Gomez, including probably his resignation to his apparent neglect. "
