The Executive Committee of the caravaqueña socialist group has responded to the article published by the PP, concerning the judgment annulling the Special Plan to build the Auditorium of Caravaca.
The PSOE regrets that no responsible Team outgoing government has appeared to explain.
Only through a press release in which it is unclear whether the firm's local PP as a party or Municipal Group.
No one has the face, or the mayor, Domingo Aranda, and council Works and Services, Salvador Gomez.
That note incurs statements that are not true, nor provide any data on the economic items invested in the construction phase carried out by the municipality before its closure, or subsidies received from the region.
Nor does it explain what works executed or pending execution, or amounts that could be invested vain (without any compensation) are.
In his note, the PP says: "This Special Plan concluded its proceedings with all the favorable technical and legal reports, including the Directorate General of Urban Planning (then of Land and Housing) ...".
In this sense, we say that is absolutely false, since the Directorate General of Planning and Housing did not rule on the legality of this Special Plan.
The PP downplays the issue saying that "this matter will be remedied by the City Council through the adoption of an amendment to the planning, as requested by the sentence".
Forgetting something fundamental in the Technical Specification which served for the selection and hiring of the project, was required, in point No. 3, that "it does not need an amendment to the General Plan", an issue that may invalidate the recruitment process from the beginning, because in view of the judgment of the Supreme Court, you can not perform community facilities (such as the Auditorium) that the General Plan did not contemplate without prior modification, and secondly, the statement itself conditions prevents modification.
Before the final award to the company Ferrovial-Agroman, the Socialist Group noted that the winning project did not meet the General Municipal Plan (PGMO).
A motion was also filed in the Regional Assembly for the irregularity was corrected.
Allegations the Special Plan were formulated and subsequently an administrative appeal (enclosed), which were rejected by the government team's Party.
