With reference to the proposal of the Committee shall held on Thursday 4 June by the Bureau selected the project submitted by the company Ferrovial-Agromán for future construction of the Multicultural Center and Auditorium, with the utmost respect for the process followed so far, stating:
The Multicultural Center and Auditorium future will be built on the site for the PE 2, which will affect the rules corresponding to Zone 3 Current Quarter, as PGMO corresponding tab, the tab also sets a high maximum of 4 storeys or 13 m in height, not being in use and expected volumes, and therefore necessarily has to change the PGMO.
The urban classification that best fits the first project to be undertaken, as far as applications are concerned, is to exempt equipment Plot (Zone 8 b) but not in volume, since the draft reaches a height selected about 42 m, similar to a building of 14 floors (five more than the building of the highest number of plants in the locality.)
That the project is to be built at the edge of Old Town, does not contain a study of perspectives from different angles the village, and especially on the Old Town, to assess the visual impact of the raised glass towers.
Specifically, from the northeastern part of the city (back of the Castle), near the neighborhood of Aranjuez, it seems clear that the glass towers of the project would compete visually with the tower of Salvador (attached picture from that place).
In all cases contrast with outstanding image from here offers the Old Town, almost uniquely enables the medieval look of it and its subsequent evolution.
Which as noted, a high volume of the basic project that concerns us has a role of pure architectural aesthetics as the drafting of the final draft could be reduced if appropriate by the discussion above.
Another aspect that should be taken into account in the final draft is the solution to be put on energy efficiency and cost of air conditioning for the financial support of the building, especially the large volumes glazed raised without a defined use.
Therefore, prior to the execution of the contract with the contractor and other formalities of the procurement process:

Account is taken of the above in view of the amendment and drafting PGMO PE 2 as volumes and uses are concerned.
They should also be taken into account in the perfection and execution of the contract with the contractor.
In addition, if necessary, to constitute a joint committee (technical and representatives of local groups) for this purpose.
